Namibia has taken a momentous step towards sustainable and inclusive development with the launch of its Socio-Economic Development Framework (SED Framework) for the US$10 billion green hydrogen project.
The Government of the Republic of Namibia (GRN) and Hyphen Hydrogen Energy (Hyphen) unveiled the SED Framework, an integral part of the Feasibility and Implementation Agreement (FIA), which aims to maximize local participation and benefits from the landmark green hydrogen initiative.
The SED Framework represents a significant advancement over existing legal requirements in Namibia, reflecting both the GRN’s dedication to socio-economic development and Hyphen’s commitment to enhancing Namibian involvement in the project. It sets out a robust process to establish targets for employment, local procurement, skills development, and enterprise and supplier development, encompassing a comprehensive range of aspects that have not been part of previous infrastructure or natural resource agreements in the country.
Hyphen’s Head of Environment, Social, and Governance (ESG), Toni Beukes, emphasized the importance of inclusive engagement with central, regional, and local government to co-create solutions with local communities. The objective is to develop a roadmap for a comprehensive socio-economic development strategy that prioritizes inclusive economics and environmental sustainability at its core. The project aspires to become a global benchmark for equitable large-scale green hydrogen initiatives, showcasing the potential of inclusive development.
The SED Framework highlights the specific benefits and opportunities that the green hydrogen project will bring to Namibia. Among the notable aspects are increased employment opportunities, support for local procurement, fostering skills development, and promoting enterprise and supplier development. The project’s potential positive impact on employment, skills, and economic growth is expected to significantly benefit local communities and the nation as a whole.
