The Romanian Ministry of Energy released a “Hydrogen Production and Storage Solutions” tender on July 16, 2024. Potential bidders have until September 30, 2024, to submit their proposals.

The tender aims to solicit proposals for advanced hydrogen production and storage technologies that can be integrated into Romania’s energy infrastructure. Specifically, the Ministry is looking for solutions that address green hydrogen production through renewable energy sources and efficient storage methods to ensure a steady hydrogen energy supply.

Requirements

The primary objective of the tender is to develop a scalable hydrogen production facility that uses renewable resources such as solar, wind, or hydropower. This facility should be capable of producing high-purity green hydrogen. Additionally, the tender calls for innovative storage solutions that can preserve hydrogen for long periods without significant energy loss, thus maintaining its viability as an energy source.

Key requirements outlined in the tender include:

1. Production Efficiency: Proposals must demonstrate high efficiency in converting renewable energy into hydrogen, aiming for world-class standards in energy conversion rates.
2. Storage Capacity: Solutions should offer robust storage capacities, ensuring that hydrogen can be stored safely and efficiently before it is distributed or utilized in various applications.
3. Environmental Impact: Bidders must present an environmental impact assessment, proving that their solutions minimize carbon emissions and other ecological footprints.
4. Cost-Effectiveness: The proposed systems should be economically viable, with a clear pathway to cost reductions as the technology scales.

Technical Requirements

From a technical perspective, the tender demands that the hydrogen production units use electrolyzers powered by renewable energy sources. These electrolyzers should achieve a significant conversion rate, ideally exceeding current industry standards. For storage solutions, the tender highlights the need for innovative materials and technologies to enhance hydrogen storage density while maintaining safety standards.

The Ministry also encourages proposals that include advancements in hydrogen transport technologies, such as pipelines or advanced tankers, to ensure seamless distribution across different regions.

Interested parties are urged to review the complete tender documentation available on the Romanian Ministry of Energy’s official website and submit their proposals before the September 30, 2024 deadline.
