Northeast Brazil’s Pecem Industry and Port Complex (CIPP) has signed a pre-contract with Brazilian developers Casa dos Ventos Energias Renovaveis and Comerc Eficiencia to create a green hydrogen and ammonia plant with up to 2.4 GW of electrolysis capacity.

According to CIPP, a joint venture (JV) between the state of Ceara’s government and the Port of Rotterdam, the project is now in the basic design and environmental licensing stages, with the first phase anticipated to begin operations in 2026.

Once operational, the plant will be able to produce more than a thousand tonnes of hydrogen per day, allowing for the delivery of 2.2 million tonnes of green ammonia annually and offsetting about 430,000 tonnes of carbon dioxide (CO2) every month.

The pre-contract was inked after Comerc Eficiencia and Casa dos Ventos committed to the project by signing MoUs with the CIPP and the government of Ceara, respectively.

The third pre-contract has been inked for the Pecem complex’s hydrogen hub, which also includes 24 Memorandums of Understanding with domestic and international businesses all related to the expansion of hydrogen production.

AES Brasil Energia SA signed a pre-contract in September for a project that would involve the construction of a plant at the Pecem port complex with the ability to produce up to 2 GW of green hydrogen and 800,000 tonnes of green ammonia annually.
