Agreements have been signed between Shell, ENGIE, Vopak, and Anthony Veder to establish a hydrogen chain from Sines to Rotterdam.

The plan is to begin hydrogen production in Portugal and transport the liquid fuel to Rotterdam.

The project is supported by REN, Port of Sines, Port of Rotterdam Authority, Gasunie, and ABN AMRO. In 2028, the first hydrogen shipment is anticipated.

It is intended to be used as fuel for heavy transportation.
