The decision on the development consent for the Hynet Carbon Dioxide (CO2) pipeline project has been announced.
The pipeline forms part of a new hydrogen production initiative in North West England and North Wales. It will transport CO2 produced and captured by future hydrogen producing facilities and existing industrial sites for offshore storage.
Liverpool Bay CCS Limited first submitted this application to the Planning Inspectorate on 03 October 2022. The project application was accepted for examination on the 31 October the same year. The subsequent examination involved public, statutory consultees and interested parties who presented evidence to the Examining Authority. Following this, the Examining Authority produced their recommendations, which were delivered to the Secretary of State on 20 December 2023.
This Hynet CO2 pipeline project constitutes the 80th energy application out of a total of 135 examined by the Planning Inspectorate to date. All have been completed within the statutory timescale stipulated in the Planning Act 2008.
During the six-month examination, local communities were given the chance to partake and express potential impacts from the project. The Examining Authority took all local views and the evidence into careful consideration before compiling their final recommendations to the Secretary of State.
The final decision and the Examining Authority’s recommendations to the Secretary of State for Energy Security and Net Zero, along with all the evidence used for the decision-making process, are publicly accessible.
