Green hydrogen deployment in the UK sees a pivotal move as ITM Power finalizes a binding supply and services agreement with MorGen Energy for the 20 MW West Wales Hydrogen Project, one of two selected under the UK Government’s Hydrogen Allocation Round 1 (HAR1) programme.
The project, located at the former Milford Haven Refinery, has already secured site permits and is closing in on commercial terms. Final Investment Decision (FID) is anticipated before the end of 2025.
The deployment will utilize ITM Power’s modular POSEIDON electrolyzer platform, reinforcing the company’s position in scalable PEM green hydrogen solutions. Designed for resilience and modularity, the 20 MW system will serve industrial clusters in Milford Haven, Port Talbot, and wider Wales, as well as support emerging green transport applications.
Under HAR1, the project benefits from DESNZ backing and is among the UK’s first green hydrogen installations to move from planning to execution. This signals advancing market confidence, particularly important as the government aims to transition hydrogen from pilot schemes to operational infrastructure.
The project’s strategic site—previously a refinery—offers logistical and infrastructural advantages, notably existing grid access and industrial connectivity. As an early mover in HAR1, MorGen Energy may gain strategic advantage in supply chain development and local hydrogen market positioning.
CDO Dennis Schulz called the agreement “a major milestone for ITM Power and the UK hydrogen sector,” highlighting growing confidence in their technology and delivery capacities.
