“In the realm of public transportation, we will prioritize Korean automobiles, which are planned to be replaced by electric and hydrogen vehicles.”

On the morning of the 23rd, President Carlos Alvarado Quesada of Costa Rica, who is on a state visit to Korea, said this during a summit meeting with President Moon Jae-in at the Blue House.

“At the meeting, President Moon and President Alvarado exchanged broad opinions on bilateral relations and global issues, including an agreement to develop and deepen bilateral relations into a ‘action-oriented comprehensive partnership,'” Blue House spokesperson Park Kyung-mi said in a written briefing the same afternoon.

After the meetings, the two presidents attended the signing ceremony of a memorandum of agreement on science and technology, digital governance, the environment, and triangular cooperation, which included a joint declaration outlining the outcomes of the talks.

“It was amazing that President Alvarado described Costa Rica’s climate and environment policies at the ’26th United Nations Framework Convention on Climate Modify (COP26)’ and challenged leaders to change their conduct,” President Moon remarked. He stated, “I look forward to working closely with the two nations in the neutralizing process to promote the attainment of policy goals and lead the international community’s response to climate change.”

He continued, “I hope that the two countries’ cooperation in green technology and biodiversity will be strengthened as a result of the ‘Memorandum of Understanding on Environmental Cooperation,’ which was signed this time by linking Costa Rica’s ‘3D Economy Achievement Policy’ with Korea’s Green New Deal. We look forward to increasing our digital transformation partnership between the two countries.”

Costa Rica’s 3D policy refers to the national land development strategy published in March to construct a 3D economy for the 2020-2050 inclusive and decarbonized economy (Digitalization, Decarbonization, and Decentralization).

According to President Alvarado, “In the domains of digital, research and technology, aerospace, tourism, cinema, hydrogen batteries, and electric transportation, the two nations are working. Since 2010, we’ve been undertaking cooperative research,” he stated.

In respect to the ‘Memorandum of Understanding on Science and Technology Collaboration,’ President Moon also stated that there is enormous potential for cooperation in future emerging industries like as biotechnology, aerospace, and the hydrogen economy.

The two presidents also addressed a variety of themes, including health and medical collaboration, economic and trade cooperation, and infrastructure cooperation. In terms of regional cooperation between China and the United States, President Moon stated, “Korea has been promoting diplomacy with China and the United States on the basis of institutional foundations such as joining the SICA as an observer, the full effect of the Korea-China-US Free Trade Agreement (Korea-China-US FTA), joining the Central American Economic Integration Bank (CABEI), and establishing a trust fund. He stated, “We are vigorously pursuing that.”

“Since President Roh Moo-visit hyun’s in 2005, ties between the two nations have strengthened dramatically,” President Alvarado stated.

President Moon responded by recalling President Roh Moo-2005 hyun’s visit to Costa Rica and said, “Costa Rica is working hard to keep the peace without the use of military force, to protect the environment and biodiversity, and to employ renewable energy.

President Moon described the Korean Peninsula peace process and asked Costa Rica, a representative peace-oriented country in the international community, for assistance. He stated that he believed it was his responsibility.

President Moon stated, “The summit was a chance to collaboratively develop a future-oriented and mutually beneficial cooperation relationship.”
