The EIB Neoenergia loan is registered at €150,250,439.36, signed on 29 July 2026, for a distribution network upgrade programme with a total cost of about €342 million, according to the European Investment Bank’s project register. News reports of the agreement appeared on 23 October 2026, 86 days after the signature date (ENB calculation). The promoter is Elektro Redes SA, a subsidiary of Neoenergia Elektro, which is part of Iberdrola, and the works are in the Brazilian states of São Paulo and Mato Grosso do Sul.
What the EIB Neoenergia loan covers
The register describes an investment programme to upgrade and modernise the electricity distribution network, registered as Neoenergia Power Distribution IV. It covers lines, substations, control and protection systems and automation, and measures to reduce commercial losses. The stated objectives are better network reliability and capacity, connections for new users including some low income households and renewable generators, and lower technical and commercial losses. The register lists approval on 3 July 2026 and signature on 29 July 2026.
ENB calculation: the EIB Neoenergia loan is 43.9% of the programme (150.25 of about 342), which leaves about €191.75 million to come from other sources. The register does not say who provides the rest, how long the loan runs, or what it costs, and it gives no customer numbers for this programme.

The EIB Neoenergia loan in context: three signings
The EIB first signed a loan with Neoenergia for renewable generation: on 16 March 2022 it agreed €200 million for a wind and solar programme in Brazil’s northeast with 715.5 MW of capacity (566.5 MW of wind and 149 MW of solar PV), which the EIB described as its fifth signing with the group. ENB calculation: that is about €280 of EIB money per kilowatt of generation capacity, a different kind of asset from the distribution works financed in 2025 and 2026, so the figures are shown for scale and not for comparison of efficiency. The three EIB amounts known from public records add up to €650.25 million (200 plus 300 plus 150.25).
The Bahia comparison
Neoenergia and the EIB announced an earlier deal at the COP30 climate conference in Belém on 14 November 2025: €300 million of green financing, signed in July 2025, for the distribution network of Bahia, a distributor serving more than six million customers in 415 municipalities. Funds are for expanding the network, building new connections and automation equipment.
| Item | Bahia (announced 14 Nov 2025) | São Paulo and Mato Grosso do Sul (registered 2026) |
|---|---|---|
| EIB finance | €300 million | €150.25 million |
| Programme total | not stated | about €342 million |
| Signed | July 2025 | 29 July 2026 |
| Use of funds | network expansion, new connections, automation | lines, substations, control, automation, loss reduction |
The two operations are not like for like, and the EIB Neoenergia loan is the smaller of the two. The Bahia announcement gives the EIB amount but no programme total, and the 2026 register entry gives both. At €150.25 million it is half the size of the Bahia deal in absolute terms, signed one year later in the same month.
What the EIB Neoenergia loan record leaves out
One of the stated aims is faster connection of renewable generators. Grid connection queues are the same bottleneck that the EU grid queue of 80 GW built against 480 GW waiting shows in Europe, and the Brazilian programme sits in a different market with different rules, so no direct comparison of queue sizes is possible from the register.
Three items are missing from the public record: the loan tenor and pricing, the source of the remaining €191.75 million, and the physical targets such as kilometres of line or substations to be refurbished. Without them the loan cannot be turned into a cost per customer or a loss reduction target. The register entry is the dated primary document for the EIB Neoenergia loan; the next check is whether the EIB or Neoenergia publishes the programme schedule and loss reduction targets for the São Paulo and Mato Grosso do Sul works.
