A recent analysis by the European Court of Auditors highlights significant shortcomings in the European Union’s efforts to meet its emission reduction goals, putting the Green Deal’s ambitious hydrogen rules under scrutiny.

The EU’s landmark climate policy aims for hydrogen to play a pivotal role in decarbonizing hard-to-abate sectors, but current trends reveal that the bloc may be missing its targets.

According to data, the EU is not on track to meet its 2030 objective of installing 40 gigawatts of renewable hydrogen electrolysers, a target essential for reducing emissions in industries like steel and chemicals. The report indicates that current installations are far below expectations, with only a fraction of the needed capacity operational. This shortfall poses a critical threat to the Green Deal’s overarching emissions reduction trajectory, estimated to fall short unless immediate corrective measures are adopted.

The lag in hydrogen deployment can be attributed to several interrelated factors, including technological limitations and regulatory barriers. The current infrastructure for hydrogen production and distribution is underdeveloped, creating bottlenecks that delay large-scale adoption. Furthermore, regulatory inconsistencies across member states compound these challenges, as differing national policies create an uncertain investment climate for potential stakeholders.

Financial constraints further exacerbate the dilemma. Despite the substantial public funds earmarked for green hydrogen projects, disparities in funding distribution have led to sluggish development in some regions. The European Investment Bank estimates that upwards of €430 billion will be required by 2030 to establish a robust hydrogen economy, yet securing this capital remains a formidable task. Investors are calling for clearer policy frameworks and guaranteed returns on investments to mitigate risk and stimulate financial commitment.
