The Federal Cabinet of Germany has taken a significant step towards the creation of a hydrogen network by adopting a draft law on the legal and regulatory framework.
The amendment to the Energy Industry Act (EnWG) aims to facilitate the development of a hydrogen infrastructure that supports the rapid growth of the hydrogen market and aligns with the European Union’s internal market.
Federal Minister for Economic Affairs and Climate Action, Robert Habeck, emphasized the importance of advancing decarbonization by promoting the hydrogen market and addressing the high greenhouse gas emissions of various sectors. The establishment of a hydrogen network infrastructure in Germany is crucial to achieving these goals efficiently and cost-effectively. The framework for hydrogen networks is a decisive step in that direction.
The initial phase of the hydrogen network will focus on key hydrogen infrastructures that are expected to be operational by 2032. The Energy Industry Act outlines the process for the prompt approval of a hydrogen nuclear network by the Federal Network Agency. It aims to connect central hydrogen sites and ensure nationwide coverage. The operators of gas transmission networks will model the hydrogen core network in the coming months. The design will undergo broad consultations with the public, states, and market participants, and the final approval will be granted by the Federal Network Agency.
In the second stage, by the end of the year, the Energy Industry Act will incorporate a comprehensive hydrogen network development plan. This plan will be demand-driven and extend beyond the hydrogen core network. It will address the specific hydrogen requirements of relevant customers, including energy-intensive industries.
