India’s Green Hydrogen Initiative Indian Oil Corporation Limited (IOCL) is taking a significant step forward in green energy by planning a 10,000-ton-per-annum green hydrogen plant at its Panipat refinery.
This initiative will position the facility as India’s largest for green hydrogen production, a crucial and sustainable fuel alternative for the future. Green hydrogen stands out for its potential to transform industries such as refineries, steel plants, and heavy-duty logistics, which are traditionally challenging to decarbonize.
Third Tender
This is IOCL’s third attempt to initiate this green hydrogen project, with the previous two attempts ending due to poor interest. This time, however, the response has been favorable, with five bids received. The plant will operate on a Build, Own, and Operate basis to ensure efficiency and independence.
As India’s largest hydrogen consumer, IOCL is uniquely positioned to benefit from the green hydrogen produced at this new plant. Currently, refineries utilize hydrogen to purify and enhance refined products, relying on grey hydrogen. The goal is to shift to a more sustainable model with green hydrogen, gradually establishing a comprehensive ecosystem. While refineries will initially use most of the green hydrogen, there’s potential for expansion into the mobility sector.
Previous Tenders
IOCL’s earlier tenders faced hurdles, including legal issues and lack of interest. The first tender was annulled following a Delhi High Court challenge, and the second attracted only two bids. Undeterred, IOCL issued a third tender in September 2024, extending the application period to January 2025 to attract interest.
The establishment of this plant is expected to significantly expand India’s green hydrogen production capacity, reinforcing the importance of renewable energy in the country’s future energy landscape.
