Jordanian Council of Ministers approved a land use agreement with Ocior Energy, an India-based renewable energy firm, clearing the path for feasibility studies into a green hydrogen production project on Jordanian soil.

The decision, overseen by Prime Minister Dr. Jaafar Hassan, signals Amman’s growing focus on energy diversification and export-oriented hydrogen development.

The deal is the latest in a series of steps taken under Jordan’s Economic Modernization Vision 2020–2030, which calls for attracting global investors to catalyze sustainable energy infrastructure. Unlike typical Memorandums of Understanding that offer non-binding intentions, the land use agreement marks a concrete administrative shift—allocating physical space for project scoping and development. Though full project specifications remain under evaluation, the land tenure agreement enables Ocior Energy to conduct technical, environmental, and economic assessments in preparation for potential large-scale deployment.

Jordan’s strategic intent is clear: leverage its high solar irradiance, emerging renewable infrastructure, and geopolitical location to become a key regional exporter of green hydrogen and its derivatives, such as green ammonia. The Ministry of Energy and Mineral Resources has signed more than ten MoUs in the past two years with international companies, aiming to lay the groundwork for an export-driven hydrogen economy. Still, the market remains nascent and highly competitive.

The potential capacity and timeline of the Ocior project have not been disclosed, nor have offtake agreements or financing terms been announced. Jordan’s comparative advantage will likely hinge on regulatory clarity, water resource strategies, and the ability to deliver competitive levelized costs of hydrogen (LCOH).

While still in its feasibility phase, the Ocior Energy deal places Jordan into a growing list of emerging green hydrogen aspirants.
