Improving waste management has become an increasingly urgent priority for Lebanon as years of open dumping, uncontrolled waste burning, and damaged infrastructure continue to drive environmental degradation and public health risks.

A new government led initiative, supported by international partners, aims to address these longstanding challenges by strengthening recycling systems, reducing hazardous pollution, and laying the foundation for a more circular economy.

The project, led by Lebanon’s Ministry of Environment and implemented by the United Nations Office for Project Services (UNOPS), is supported through a Global Environment Facility grant administered by the World Bank. Its primary objective is to reduce emissions of unintentional persistent organic pollutants, known as UPOPs, generated by improper waste disposal and open burning, while improving the country’s broader waste management framework.

The initiative comes as Lebanon continues to face mounting pressure on its waste sector following years of economic instability, infrastructure constraints, and damage associated with recent conflicts. These conditions have complicated efforts to safely collect, process, and dispose of municipal waste, increasing reliance on uncontrolled dumpsites that contribute to air, soil, and water pollution.

A central element of the program is the transition from linear waste disposal practices toward a circular economy model that prioritizes waste prevention, sorting, recycling, and resource recovery. Rather than focusing solely on landfill capacity, the project seeks to improve material flows across the waste value chain while reducing environmental impacts associated with disposal.

One of the project’s most significant operational developments is the launch of a national solid waste monitoring and information system. The digital platform enables Lebanon’s Ministry of Environment to collect real time waste management data directly from municipalities and treatment facilities. By integrating with weighbridge systems, the platform reduces dependence on manual reporting while improving data accuracy, operational transparency, and regulatory oversight.

Reliable waste data has historically been a weakness in Lebanon’s waste management system, limiting policymakers’ ability to assess infrastructure needs, monitor disposal practices, and evaluate recycling performance. Digital monitoring could provide a stronger evidence base for future investment decisions and regulatory enforcement.

The initiative also addresses one of Lebanon’s most visible environmental challenges through an updated national master plan for closing and rehabilitating open dumpsites. Developed jointly by UNOPS and the Ministry of Environment, the assessment identifies high priority locations requiring remediation while providing a framework for safer waste disposal practices and long term site rehabilitation.

Reducing open dumping and uncontrolled waste burning is expected to deliver benefits beyond waste management itself. Both practices are significant sources of unintentional persistent organic pollutants, including dioxins and furans, which can accumulate in ecosystems and pose long term health risks through air emissions and contaminated soil.

Alongside improvements in municipal waste management, the program is supporting the development of Lebanon’s National Implementation Plan for Persistent Organic Pollutants. Technical studies and stakeholder consultations are helping establish priorities for reducing hazardous chemical emissions while strengthening compliance with international environmental obligations.

The broader strategy also includes measures to develop recycling standards, improve air quality monitoring, and strengthen institutional capacity across environmental agencies. These reforms are intended to support both climate mitigation objectives and biodiversity protection while improving the resilience of waste management infrastructure.

The initiative reflects a growing recognition that effective waste management extends beyond environmental protection. Circular economy policies can reduce demand for virgin materials, lower greenhouse gas emissions associated with waste disposal, and create new economic opportunities through recycling and resource recovery. However, translating policy into measurable outcomes will depend on sustained institutional capacity, reliable financing, effective municipal implementation, and public participation in waste separation and recycling systems.
