Moeve CEO Maarten Wetslaar confirmed that the company will begin construction of its 2GW green hydrogen hub in Andalusia “in a matter of months.”
The announcement follows the Spanish government’s failure to extend a 1.2% windfall tax on energy firms with revenues over €1 billion ($1.04 billion), which was rejected in parliament last week. Moeve, formerly known as Cepsa, had previously criticized the tax, warning it could hinder green hydrogen investments in Spain.
The €3 billion ($3.12 billion) project, first announced in 2022, will include two 1GW plants in Huelva and Cádiz. The construction on 400MW of electrolyzer capacity is expected to start this summer, though Moeve has not yet made a final investment decision (FID).
Wetslaar emphasized that the project’s progress hinges on public grants and regulatory clarity, including the removal of electricity grid tolls. The 2GW hub is designed to supply hydrogen for industrial applications, with companies like Fertiberia and GETEC already signed on as offtakers.
The announcement coincided with Spanish Prime Minister Pedro Sánchez confirming that a €1.3 billion subsidy package for hydrogen hubs will be unveiled in the coming weeks. This development aligns with Moeve’s plans and underscores Spain’s commitment to advancing green hydrogen infrastructure.
