Mongolia’s plan: 60 hydrogen refueling stations and 100 charging stations

The “14th Five-Year Plan for Energy Development of the Autonomous Region” was announced by the People’s Government of Inner Mongolia Autonomous Region. Accelerating the promotion of “replacing oil with electricity” in transportation energy is advocated in the strategy.

Encourage current refueling and petrol stations to extend their charging and swapping infrastructure, and accelerate the building of electric car charging and swapping infrastructure. Improving the two-way power supply transaction mechanism for electric cars and power grids, as well as conducting V2G pilot demonstrations in major cities like Hohhot.

Increase the electrification rate of trains, expedite the deployment of shore power systems for airport corridors and bridges, and encourage “replacement oil with electricity” in transportation.

By 2025, a layered and coordinated charging and swapping infrastructure network, including urban and rural public charging networks, dedicated charging networks for mining areas, and expressway charging networks, will have been built, with over 100 charging stations of various types and over 40,000 charging piles. Meet the power requirements of over 100,000 electric automobiles.

The strategy also said that the installation of hydrogen storage, transportation, and infrastructure must be expedited. Scientifically plan the layout of hydrogen refueling stations, and expedite the building of hydrogen energy storage, transportation, and refueling infrastructure, based on industry development and hydrogen source assurance, and in accordance with the premise of being moderately advanced.

Priority is given to the construction of mining heavy trucks, urban public transportation, sanitation, and logistics dedicated hydrogen refueling stations in Hubao’e, Bayannaoer, Wuhai, and other places, encouraging and supporting the integrated construction and operation business model of fuel cell vehicles and hydrogen refueling stations, and realizing the healthy livability.

Conduct trial projects including hydrogen/oil, hydrogen/gas, and hydrogen/electricity joint construction models, and encourage businesses to rebuild and develop hydrogenation joint construction stations using their own gas stations, gas stations, and charging stations. Promoting an ordered network architecture of public hydrogen refueling stations in urban and intercity areas, relying on the expressway network, and encouraging the building of public hydrogen refueling stations and other infrastructure in qualifying service areas.

Carry out demonstrations of higher-pressure hydrogen long-tube trailer transportation and liquid hydrogen transportation, improve hydrogen transportation efficiency, conduct regional hydrogen transportation pipeline network construction and operation demonstrations in a timely manner, and investigate the construction of efficient and intelligent hydrogen transportation pipeline networks. 60 hydrogen refueling stations will be installed by 2025.

Promote hydrogen energy uses at a faster pace. Actively encourage the promotion and application of hydrogen energy in the sectors of transportation, metallurgy, power generation, and other areas, in tandem with the hydrogen energy industry’s development demands, and investigate the many application techniques of hydrogen energy. Support mining areas and industrial parks in Baotou, Ordos, Wuhai, and other regions to conduct renewable energy hydrogen production and extensive application demonstrations of hydrogen energy mining heavy trucks, with an emphasis on mining heavy trucks with a weight of more than 31 tons.

Accelerate the phase-out of gasoline-powered cars in public sectors such as public transportation, municipal sanitation, postal logistics, and airport buses, and encourage people’s governments and public institutions at all levels to progressively expand the use of hydrogen-powered vehicles. Actively investigate the use of low-cost hydrogen energy as high-quality raw materials in the steel, metallurgy, refining, and other industries, and conduct hydrogen energy-metallurgy, hydrogen-chemical coupled utilization demonstrations in Baotou and Ordos, thereby effectively reducing fossil energy consumption in the industrial field.

Explore and conduct demonstrations of complete energy utilization with hydrogen as the core in parks, mining regions, and other locations, and carry out fuel cell distributed power demonstration applications in distant rural and pastoral areas, according to local requirements.
