UK releases hydrogen transport and storage infrastructure consultation results
On 2 August, the UK government issued numerous minded-to positions from its hydrogen transport and storage infrastructure consultation.
The UK government will initially focus on large-scale pipeline infrastructure that transports hydrogen as a gas, using a Regulated Asset Base (RAB). Like Ofgem regulates natural gas and electricity, the RAB will have an independent regulator to oversee the framework and regulate pipeline and network operators.
The RAB and an external subsidy scheme will keep user fees low so hydrogen transporters may make a profit. Private law revenue support contracts between the counterparty and the hydrogen transport provider will supply this external subsidy mechanism. The government announced the hydrogen transport infrastructure commercial model will be created by 2025.
