Uniper has formally submitted a planning application to North Lincolnshire Council (NLC) for its proposed Humber H2ub® (Green) hydrogen production facility, marking a significant step in the company’s efforts to decarbonize industrial operations in the Humber region.
The project targets an electrolytic hydrogen production capacity of up to 120 MW, with provisions for potential future expansion, and aims to supply low-carbon hydrogen to replace refinery fuel gas at Phillips 66’s Humber Refinery.
The proposed facility is designed to comply with the UK Government’s Low Carbon Hydrogen Standard, enabling industrial-scale decarbonization of fired heaters at the Humber Refinery. This aligns with Phillips 66’s strategy to reduce Scope 1 operational emissions, addressing a sector where process emissions have historically proven challenging to abate. By integrating hydrogen into refinery operations, the project could substantially reduce fossil fuel dependency and contribute to regional emission reduction targets.
The planning application will soon be available on the NLC planning portal, accompanied by a comprehensive Environmental Statement outlining the results of the Environmental Impact Assessment across construction, operational, and decommissioning phases. Uniper has emphasized transparency and stakeholder engagement, noting that feedback from its public consultation from 8–29 November 2024 has informed project design. NLC will also conduct its statutory consultation, allowing further public commentary.
Uniper has committed to continued engagement with the local community and stakeholders throughout the project lifecycle. The company has emphasized that environmental, social, and technical studies have directly informed design decisions, demonstrating responsiveness to both community concerns and regulatory requirements. Public input via the NLC portal will further shape project implementation, reflecting the company’s focus on integrating social license considerations alongside technical feasibility.
The Humber H2ub® (Green) project represents a critical component of the UK’s hydrogen infrastructure development, directly supporting industrial decarbonization while strengthening the Humber region’s role as a low-carbon industrial hub.
