Hydrogen engineering center to be build on Sakhalin

Dmitry Chernyshenko, Deputy Prime Minister of the Russian Federation, visited Sakhalin. As part of his working visit he got acquainted with scientific developments in the region.

Together with the Governor of Sakhalin Region, Valery Limarenko, he visited the construction site of the new campus of Sakhalin State University, SakhalinTech, and toured the laboratories of the Sakh State University Technical Oil and Gas Institute, as well as the special design bureau for automation of marine research facilities of the Far Eastern Branch of the Russian Academy of Sciences (RAS).

During the presentation of SakhalinTech project Dmitry Chernyshenko reminded that on the instructions of the President of Russia a network of modern university campuses is being created. By 2030 there should be at least 25 such campuses in the country. In 2021, the first 8 projects were selected, and by order of the Chairman of the Government of the Russian Federation, their implementation has started.

“We see a great interest from regional authorities and university rectors in the creation of modern campuses. This year is the second wave of competitive selection: 39 applications from 34 regions were received. Sakhalin Region also submitted an application to participate – it is a project of “SakhalinTech” campus, it was accepted for expertise. I would like to point out that the Sakhalin Region has major companies operating in the oil and gas sector, the fishing industry and the energy industry. They are interested in the University to train personnel for their industries, which the campus will fully support. SakhalinTech has all the chances to be on the list of winners, which will be announced at the beginning of December this year,” – said Dmitry Chernyshenko.

The Sakhalin university has a high rate of graduates’ employment: 83% of young specialists find a job after graduation, and 90% of them start to build their career in Sakhalin and the Kuril Islands.

Valery Limarenko has set a task: to increase the percentage of graduates from Sakhalin schools who remain to receive higher education in their native region.

“By creating the SakhalinTech campus, we will solve several important tasks. We will give talented young people the opportunity to obtain higher education without leaving the island region. It will be easier for students to get involved in research activities. Naturally, specialties will be linked to the needs of the regional economy. This means that young people will have a better chance to get a job and fulfill themselves. As a result, the region will get highly qualified personnel, vital for implementation of large investment projects on regional development”, – said the head of the Sakhalin Oblast.

The campus includes a scientific and educational complex and a student campus. The first one will be located in the center of Yuzhno-Sakhalinsk on the site of the former House of Officers. It will have classrooms, a technology park, a library, sports halls with bleachers, and rooms for public events, exhibition areas, a café, and a greenhouse that will also be an open public space. It is planned that the main areas of scientific activity of the new campus will be the world ocean, new energy, oil and gas, and ecology.

The student campus will appear on Victory Avenue. There will be three dormitories, nine stories high, connected to each other, for 1,500 people. There will be a sports area with a fitness center and a cafe-dining room.

During the visit to the Special Design Bureau of Maritime Research Automation (SKB SAMI) of Far-Eastern Branch of RAS Dmitry Chernyshenko noticed that today as never before Russia needs breakthrough scientific results. By order of the President of Russia a new state program of scientific and technological development of the country was approved. Its annual budget exceeds 1.2 trillion rubles. The Head of State also announced the Decade of Science and Technology.

At the moment SKB SAMI is building hydroacoustic complexes for broad purposes, there are also products for the oil and gas complex, which are analogs of foreign equipment.

“You now have a niche that needs to be replaced. This is extremely important for the technological sovereignty of the country. We need to clearly understand the demand that exists in the market and prepare for it. There are tools and support that we can provide through state programs for scientific and technological development, as well as through the Ministry of Industry and Trade. We have already discussed with the governor that we can still go through the instrumentation line, with support from the Ministry of Economic Development. It is clear that the demand in the market is gigantic. It seems to me that it is a very promising direction,” said Dmitry Chernyshenko.

He also noted that a hydrogen engineering center will be created on the initiative of the Special Design Bureau for Marine Research Automation in Sakhalin.
