Rich week for ROSATOM hydrogen plans

Creation and Development of the Hydrogen Cluster

The Ministry of the Far East and Arctic Development, the Government of the Sakhalin Region, and ROSATOM have signed a letter of intent to collaborate on the project “Creation and Development of the Hydrogen Cluster.”


The document was signed by Aleksei Chekunkov, Minister of the Russian Federation for Far Eastern and Arctic Development, Valery Limarenko, Governor of the Sakhalin Region, and Kirill Komarov, First Deputy Director General and Director of ROSATOM’s International Business Development. The signing ceremony took place as part of the Sakhalin Region’s Doors Open Day for Investors.


The agreement calls for collaboration in a wide range of areas, including the development of a hydrogen production plant, the coordination of a hydrogen supply chain for external markets and local customers, and the creation of a hydrogen fleet in collaboration with companies that work on similar projects. Sakhalin State University is also planning to establish a competence center in hydrogen and other clean technologies, which will train personnel, transfer technologies, and exchange experience.

Rich week for ROSATOM hydrogen plans

A Memorandum of Understanding was signed by Rusatom Overseas, a ROSATOM subsidiary, Air Liquide, a leading industrial gas manufacturer, and the Government of the Sakhalin region, stipulating cooperation for a feasibility study that will look into the possibility of developing low-carbon hydrogen production in the Sakhalin region. The MOU is a first step toward promoting the growth of a hydrogen economy that will serve both domestic and international markets. This will aid in the growth of the Sakhalin region’s low-carbon industry.

ROSATOM and TMH Create a JV to Develop Hydrogen Transport

TMH – Energy Solutions and Rusatom Overseas have signed a memorandum of collaboration and mutual understanding to form a joint venture to combine their efforts in the field of hydrogen fuel cell-powered transportation.

The parties intend to carry out a project in the Sakhalin Oblast that includes the creation and supply of refueling infrastructure and power plants for hydrogen fuel cell trains. Furthermore, the companies intend to build a hydrogen transportation concept in Moscow and participate in its implementation as an integrated supplier of transportation power plants as well as a developer and owner of refueling infrastructure.

The companies set the following objectives for themselves: to ensure the localization of advanced international hydrogen energy technologies for the transportation sector in Russia; to coordinate the creation and establish conditions for skilled ownership and management of hydrogen transport infrastructure; and to ensure hydrogen sales for the transportation sector’s needs.

“This is a significant pilot project for the region, which is being developed by Russian Railways JSC, ROSATOM, Transmashholding JSC and the Government of the Sakhalin Oblast, and we will make every effort to successfully implement it. We also see significant prospects for the development of hydrogen transport in other regions of Russia.”
